MS20 covers unlawful pillion riding, contrary to Section 23 of the Road Traffic Act 1988. This offence applies when a motorcycle rider carries a pillion passenger in circumstances that breach the law - typically on a motorcycle not designed for pillion use, without proper footrests, or while riding on a provisional licence.
The penalty is 3 points and a fine of up to £1,000. In the context of motoring endorsements, this is at the lower end of the scale. Most insurers will still offer cover to a driver with an MS20, though some may add a modest loading to the premium (GOV.UK, as at March 2026).
